As of 11-Feb-2019: No communication from Home office.

Could you please clarify if we can switch from Tier 2 General to FLR(M) within UK or does she need to go back to India and reapply ?

Yes.
Note: I obtained BC in 2015. We were married in 2010. I held Indian Citizenship at that time.
