The ECO (Entry Clearance Officer) apparently did not see the supporting documents. Did they instruct you to send them to the Sheffield Office?

They did and I sent the documents to Sheffield address, I even received the documents back.

Who qualifies for Regulation 6

I have a very simple question. Who qualifies for Regulation 6 of the immigration (European Economic Area) Regulations 2006. Simply speaking what is the Regulation 7 of EEA Regulations 2006. As much as I understand if a european national lives in UK like a student, self employed, self-sufficient etc....

You are correct, I just checked the application category it is 'Family Member of an EEA National'. In reality it is a spouse visa of an EEA national. As a matter for understanding, Non EU spouse of an EEA national (resident in UK), doesnt have to pay for the NHS surcharge? EEA national is far above minimum Cat 3A.
