Surprised, no one knew!

Anyways, for the benefit of anyone looking for answers to the above queries:

1. Royal Mail doesn't sell A4 envelopes. Buy the standard C6 size prepaid envelopes (paid upto 100gm @6.45 or paid upto 500gm @7.25).

2. There is a 2% surcharge on credit card payments.

Sorry for the confusion ... I mixed up Tier 1 with HSMP. In HSMP they were accepting letters from universities / institutions. But not valid for Tier 1 applications (new) or extensions.
