Hello, asking on behalf of a friend, is it still possible to apply for PR or not, better to wait or not and what changes are expected? They are in the UK for abut 15 years but never bothered to apply. They have been working, etc.

Can we apply if permanent residence was given April 17 but date deemed to have acquired PR is in April 2016?
