She cannot apply to switch to a spouse visa within the UK if she is here as a visitor. The rules don't allow this. So your option b won't work. I recently had my UKM citizenship registration approved. On my application, I noted a couple of civil traffic violations decades ago here in the U.S. I stated that I couldn't remember the exact dates or even the specific offense, but that I simply paid a fine. UKVI did not ask for more info.

That's what I did -- used the Fresno IRS -- in the same situation. USA citizen using the UKM form. My application was approved. No questions were asked about the tax office entry.
