But what use is council tax bills for him? He was probably not the landlord of the house and council tax bills do not contain the names of each of the tenants living at the place or am I wrong?

Nope, sorry, you were supposed to have insurance for all 5 years you were a student, you have to start over your qualifing period.

Same thing here bro, payment taken on 13th of February, no reply yet, still waiting.

Read somewhere that all the sudden Home Office is swamped with applications for PR and registration cert from the anxious EU migrants so just be patient and hopefully they will get to your case soon.
