Finally certificate received,
Attended Ceremoney on 18 of December morning first one .
Certificate was printed on 14 and posted on 31 January.

Or does her situation fill within domestic violence?
17 year is a long time and roughly around 2006/7 when this person arrived ilr should have been pretty simple after 2 year of arrival , rendering this person of legal status doesn't look that simple matter of not supporting a visa application.

She can leave if she wants to and return to her home country. Nothing stops her from doing that. Yes I paid online but only uploaded my non eu passport and not the British passport . I do have scanned copies of all BRPs I ever held . On the INIS website they only mention a passport or driving licence as photo Id for registration . I am really hoping they only accept my passport and don't bothe...

I'd say better not to risk it and pay it when you got your IRP renewed. Even if you make a December ceremony, they would want you to have an in date IRP for it (and mine was checked). You can easily use Dublin airport by getting Irish short stay visas for non eu family members . If applying from Belfast it's simple enough and no biometric required either . If you read the checklist carefully you will find that an attested photo is only required if you are unable to provide an ID.
If you can provide a photo ID for. Example a passport or driving licence then that's all that's is required.
