As far as I understand, if you are a self-sufficient person or a student, in order for your years in the UK to qualify toward the permanente residence card, you need to have CSI or EHIC for that duration right? It depends on your situation if you are self-sufficient I don't think you can, otherwise you can and I recommend using the European Passport Return Service as it is faster.
