Dear Christine, I would not be concerned about 2007 until 2013. You got your PR confirmed in 2017. It means you were definitely PR from 2013. I would assume you have confirmed receipt by HO as you would have been provided with the tracking number. If it is with HO then there is no need to panic. HO or other govt depts are no so inefficient that they lose documents. Things are taking time due to the spurt in applications from EU citizens. ...
