You need a valid UK passport to apply for the OCI - not an Indian one. You will have to surrender your Indian passport after your UK citizenship is approved. I found out from HMPO that my application is approved as the status with them was 'ceremony pending'. They couldn't provide more information about why I didn't get my approval letter.
