Might be good idea for UKVI to update their guidance with what is not acceptable. Council Tax to my mind is a local tax bill raised by local government, rather than a household bill like gas or phone. I still see people saying they used council tax bills without issues. I wonder what happens if you move abroad once naturalisation application and biometrics have been submitted as spouse of BC.
Can the applicant just come back, do the ceremony and go back or are there residence requirements even after submission of naturalisation?

The application asks for "Proof of living in the UK for applicant for 5 years if applying in your own right or 3 years if applying as the spouse of a British Citizen"

So one has to scan all the pages with entry/exit stamps - also blank pages?

Interesting requirement to be present in the UK exactly 3 years to the day UKVI receive application.
