No one can tell you how long it will take other than UKVI themselves. Based on your application date (21 Feb 2018), I'd say contact them after 21 Aug as it will have been 6 months. You can check other posts including mine to see timelines, what I did etc Mine was also 2x 3 year DLR.

You have applied by post on 8th May, Today is 31st May, there is no way you will get your BRP when you haven't even been sent the Biometric Enrollment letter. I applied on 12th Dec 18, got the Bio enrollment letter on 16 Jan 18, never got any acknowledgment letter until I got my ILR BRP on 16 May. I...

I would imagine that should be fine, just like using your friend's credit card (with his authorisation of course) to make any other purchases online or otherwise. As long as credit card details match with the bank, the bank should honour the payment. I don't think there is a UKVI requirement to pay ...

It's acceptable for UKVI to get documents sent to them at a later date in my opinion as long as you can attach a cover letter to explain why you couldn't send them together with the application. It's a bit unusual as far as I understand it. Only way to resolve this would be maybe to write a letter to UKVI to correspondence address at the bottom of FLR(DL) application form? Sometimes they take their time. Did you apply by post? Was it SET(O) form or FLR(DL) form?

Yes, it was after refused asylum back in 2004. My case became one of the legacy cases that were supposed to be resolved in summer of 2011. Got my first DLR Sept 2011.

Yeah, I have just counted on my pc calendar :-), might be wrong but you should be able to apply from 3rd May (if expiry is 30 June). 30 June (date of expiry) is inclusive, so just count backward.
