You mentioned you had received a curtailment letter but you made a successful application within the time frame stated in the curtailment letter. As long as you did not over stay you should be eligible to apply for ILR. If you didn't get any curtailment letter and your leave was valid throughout the 5 year period you should be eligible as the continuous employment during the five years clause will not be applicable post 10th Jan 2018. I thought the same thing however, the removal of this 60days paragraph is not included in the changes that will only be applicable for COS issues after 11th Jan. The 60 days break in employment rule has been removed. This will be applicable post mid-Jan 2018. You can search of the details on this by looking for posts by the user "mengo"

Additionally, it's not too difficult to obtain all your medical records including any visits, treatments, prescriptions etc. Some surgeries can provide this data online if you're registered with them whereas others need a request letter in person. Having said that, a cover letter and preferably a doctor's letter which can show you were unfit for work for a week or so which led to the delay might actually work. As far as I'm aware they're only allowed to exercise discretion on medical grounds or possibly some exceptional family related matter...
