What does a non-EEA family member BRP card in the mail look like? It's just a normal piece of first class mail from the Home Office right? It's not trackable at all? What if it can't be delivered to the address?

It depends on the day that your wife started exercising her treaty rights in the UK. So say her job commenced in Feb 1, 2013, then around Feb 1, 2018 you would gain PR status upon a successful application for it. It is backdated, so in Feb 1, 2019 you should be able to naturalise. Yes I know it sounded like a silly question, but when I called them they said the DVLA produces the PR card, that's why it takes longer to arrive. So I guess in this case it goes back to Home Office then the forward it on.

Also if you're eligible try applying for Registered Traveller, I highly recommend it. Makes entering the UK a breeze, really great service. Not cheap but worth it :D

It states several times on the forms that you need to send it ORIGINAL documents. If notarised copies were permitted it would say so.
