In light of the different info and approach by the various councils, my MiL sent an email to her council (Bucks) and they said that they still don't have her certificate, however they said that the HO is indeed printing them again.
I just chased up our local council for my MiL (Bucks) and they don't have her certificate yet or any info as to if they're receiving them - but they are doing virtual ceremonies.
Bucks council has just updated their page as well: Citizenship Ceremonies Update Group and Private Ceremonies have been suspended.
