It's true that absence is an absence, if you are absent for the whole day. It depends on whether your FLR application was
submitted before 26-Oct-2005.

If you don't have any evidence on hand to prove this (e.g., royal mail
special delivery slip), I would suggest
that you request SAB and check the photocopied records to see on which date the HO had received the application.

To answer your first question and re-iterate SYH's answer: plenty of people don't pay council tax in their own name - either the landlord pays and it's included in the rent (as yours is, or as you were led to believe it was) or else it's paid by the "senior" tenant, who may (or may not) make privat...
