my question is can children apply for citizenship , if one parent have no legal status in country .

They have separate immigration history not linked with me.

I think they might reconsider application but doesn't make any sense to fill in passport application form.

did you use NSC or applied directly ?

also its depend what family member you have in the UK and what there status etc
e..g British Kids or spouse etc

one of my brother is dealing a case for his child passport application, DNA center now a days saying Home Office will Contact us directly for DNA test, however if you ask them you need for Legal Purpose them they will entertain you without any problem.
