How unusual!? Did you re-apply for PR and were issued a RC? THe only thing I can think of would be that your sister is earning less. Is that the case? She does earn less but her husband also EEA earns too. Yes I reapplied for PR and she also applied for PR. Hers is on a blue card with no end date.

If there is an household membership and the EEA national is incharge of the household, then even if you are not dependent, you will still qualify.
