If i use a post office application when applying for my first passport, do i still need to have someone confirm my passport pictures?

I actually noticed this "8 week" estimate on the checklist that you download after you've completed the online application. Towards the end of that document, at least the one that I downloaded, it says: "You should receive a decision on your application within 8 weeks of your biometrics appointment...
