I thought the same, even when the Home Office gave me back my passport, because I asked for it, i could not open bank account eather. So, it doesn't matter about ID, they need residence card, because they need card to scan it. That's what they told me in every bank you have been too. Employers do ...

I talked to Home Office. The woman i talked to said that the period for sending COA is NOT 21 days. It is 21 BUSINESS days. So i still have until next Monday to panic again.
