You need to go to a PPS Number Allocation Centre and explain your situation there. You can find the list of offices by county on the welfare website.

We have travelled throughout all 5 years' residence in Ireland including those 6 weeks prior to applying and we are not going to cancel the upcoming family visit.

I think this is an irrational fear that needs to stop spreading. If your friend is so scared she should seek an answer from the citizenship division themselves by means on an email query. I am not sure it is allowed to post their email address here but she can easily look it up on the INIS website.

And there would be no need for her to leave the country after the ceremony, moreover, if you are super organized (have all the supporting documents ready) you can apply for her Stamp 4 as soon as the marriage cert is translated and apostilled, just check if you need to make an appointment with INIS.

Thanks, my intent was to send three. They are also asking for police clearance certificates from the countries I’ve lived in prior to settling in Ireland and give you 28 days to provide them. Utterly unrealistic!
