Just reply with where you were when you applied, it doesn't matter where you received the BRP card. If you were in the UK when you applied tick "yes", else tick "no". Thanks. If I say 'NO' then I have to put the information in the blank. Where was it made? For example, New York or British Consulate...

You mean the UKVI helpline? Note that that is an outsourced operation, they are not caseworkers.
They should have given you a reference as to where that is stated.

AFAIK, it's all absences from the UK. You are correct that Ireland is part of the CTA, but not part of the UK. I filled out the online withdrawal form and sent post in 6weeks ago.

I still don't have any email yet.. I don't know why it takes so long to receive any feedback before I get a refund..

(sent email to the home office, they can't uphold my case, but they confirmed that they received my request)

Just chill!! It takes 7 to 10 WORKING days. There are also some delays with BRPs sometimes.
