Response received Wednesday 25th April 2018, Application sent on the 26th July 2017.

Strange, I sent them an email last February and they told me they are treating applications received in Jun 2017. Their is a timeline post for EU4Fam application on the forum, you can use it to follow. My wife applied on 26th July 2017 and we just got the response last week.

She has to start a job before, because she can exercise her EU rights only if she works there. Once she has proof of a job there (payslips, letter from employer ...) you can ask for VISA under EU rules, try to gather the max of documents to support your application. I've dropped them an email yesterday and they replied they are completing June's applications by now.
