I'd advise you to research in to this more but from what I know, you have to live for 10 years and during this period you must hold permanent residency for 5 years. All Romanian citizens can and should have one. She should get one.

To enter Britain (or any EU state) she doesn't need anything bar prove her ID by any means by the way.
