Yes, for the time being British remain to be EU citizens and the UK remains a full member of the EU with rights and obligations.

The law states that the authorities have upto 6 months to issue the residence permit. The actual time it takes will depend in which department they apply. It can be a 3 weeks or 3 months. All Romanian citizens can and should have one. She should get one.

To enter Britain (or any EU state) she doesn't need anything bar prove her ID by any means by the way.
