If its any consolation, the replacement BRCs are issued much sooner than 'upto 8 weeks' as the guidance says - based on what I have seen with my sister and others. Ther is no need for paper form because Lounes or not Lounes is not relevant as long as she has pre-Settled status. You can apply online. You do not need to send any document by post either. All the paperwork (bank statements, council tax bills etc) you can scan or take pictures of and upload online...

Update: My sister has received the email from APAD that the BRC is ready.

This is exactly 1 week from the biometric appointment! I was not expecting it to be this fast.

That does sound odd that application just disappears. Did you note down the UAN for your new application? that is generated before you submit the application.

In either case, my suggestion would be to call the resolution center.

My sister has received her Settled Status today and the email does say the default 'if you do not currently hold a residence card, you should receive one in 10 working days'. Update: My sister has received the email saying Settled Status has been granted. So it been about 2.5 months from the date of application.
