You can apply on 7th Dec 2012. NCS won't process ur application before 7th Dec 2012. And you have to be physically present in UK for next 15 days i.e. no travel after submitting ur application. Just a quick query, whether to provision children's birth certificates is mandatory at the time of FLR(HSMP), even if they have their own passports. Date of birth, place of birth and parent's name are clearly mentioned on passports.
