They either approve everyone in a tier or no one. If they cant approve everyone in tier then they attempt to borrow up to 100 points from the following month to see if they can then approve everyone in the next tier. Just reread the initial question and realized your asking about RCOS not General Visa Application. The PDF's you linked as well as the url I sent are about the Visa Application Process not the RCOS process. The number used in the RCOS is going to need to correlate to the salary the company advertise...

Any non first timer this month? How many days post meeting did you guys wait for the rejection last month? Mid month. About a week after the meeting it seems most of the letters go out now a days.
