Just an update - wife received her pre-settled status yesterday. They left a voicemail for her to call back, figured they needed more evidence or something, but turns out it was just to tell her she was approved.

In terms of timelines, she applied on the 15th May. Almost 5 months in total.

That's correct, she does not need a visa to enter Ireland. There is no border between Northern Ireland and the ROI so you won’t be meeting an immigration officer or point of entry into the ROI. I don't think there's any point speculating. Processing times seem to vary greatly, and 3 months isn't all that long, it's often up to 6 months or so.

If you urgently need your passport back it's usually possible to contact them to have it sent back to you before the application is complete.

What exactly do you mean by EEA application? Is it for a residence card, or an EEA family permit? If you're exericising treaty rights in the UK (e.g. working full time) then she's allowed to stay and work.
