A friends who works for the CAB told me about this case without mentioning any names. He is a volunteer there. I believe the DNA test was done here in the UK because everything happened here not abroad.

I know one case where the visa was refused due to a name issue. If you have proper documentation of the name change along with the a document which states that you legally adopted this child then I believe you will have a case to present.

By the way, Bushy, the UKVI may give you only 7 working days instead of 14 so if you are thinking that your application will be refused, make your plans in advance. Yes, I believe section 3c will remain alive.

However, please double check this with a senior member here. I heard some members here work directly or indirectly for the UKVI so their advice would definitely have credence.

If I do choose to vary, the FLR (HRO) application will go to their Durham office. I do not have to pay any fees because I paid the same amount of £1033 on my FLR (FP) application.
