May I ask do I have to have the CoS number when I fill in the on-line application form for Premium service? Can I choose I don't have the CoS number for now and provide the CoS on the day?

Your 'new employer' is mistaken. There is no 'minimum £60k' salary threshold for any Tier 2 applications. It is minimum £30k for experienced applicants or what the SOC states, whichever is HIGHER!!
