As long as you're not exceeding the limited hours in your Tier 4.

Only if your Tier 2 is successful, you'll be allowed to work full time.

Funds need to have been held for a period of AT LEAST 28 DAYS before the application. As it says "before the application", most applicants, to be on safer side, wait for the end of 28th day and submit the application on 29th day, which is fine too.
