An ILR holder pays home fees whilst a Tier 2 holder pays international fees, you might want to consider deferring your dependent's entry into HE to 2021 when they will get home fee status.

So you have already used the CoS to get your current Tier 2 visa? You have a Tier 2 visa BRP right?

If you have already got your visa and BRP then the CoS expiry should not matter, you have already used it before expiry.

Googling around, it seems as though the licence processing time pre-Covid was 6-8 weeks. If the company has only just recently applied for it's license then it's probably not going to get the license in time. Also, with the Covid situation, processing times have most likely increased quite a bit.
