To apply using the no- premium service, you just need to download and fill the form (as you would do anyway for the premium appointment), attach all the documents and send the application by post before the date your visa expires. You have to apply before your visa expires to be able to renew it. Although there is still a month for your visa to expire, I would recommend you to apply by post as the premium service appointments are booked well in advance (45 working days before!!) So I doubt you will find any at this point.

If you are British, he can apply immediately after receiving his BRP for the ILR if he has lived in the UK for a continuous period of 3 years. If you are not British, he has to wait for 12 months after the ILR process and has to have lived in the UK for a continuous period of 5 years.
