Well, he can submit his saving details too - that was a proposed expenditures. What does it mean - how can he improve his financial situation now, That is the only reason, he is coming alone not with the whole family?

No, not at all, I do not believe any questions are silly here.

For ILR. You need to go to the point calculator same for Tier1 Visa (General) and apply selecting Extension from there. And see if you are gaining enough points there.
