My wife had much the same sort of experience. In her case it was bio metrics. Receiving the '2nd' letter it said words along the lines that she had failed to respond to the 1st (which she never did receive) and this 2nd was the 'final' notification. You can contact them but if they have't got the info from the HO, you'll still have to wait until they have. It really is best to do it by the book i.e. wait for the letter from the HO. Once that arrives you then contact the place you asked for. It seems there is a time limit to attend as I was told...

That's part of the problem, you don't use the BRP to exit the UK. You just get your foreign passport stamped on the way out (to say you've exited the UK). Without the BRP, It was decided rather than have problems boarding a plane 6000 miles away, we'd scrap the trip. Inconvenient yes, but having see...
