I submitted my application without opting for this service. As long as your uploaded documents are clearly readable and below 5 MB it should be fine.

Currently there's no Priority Service for ILR. You have to choose either Super Priority or Standard Service.

You have to apply from your home country if you want to switch to Tier 4 visa. It will not break your continues residency if you can manage to come back within 6 months and before your previous visa expires.
