ILR - When to apply

Dear All, My wife needs to apply for ILR. Everything i believe is in order. ie Life in uk test passed, income threshold combined passed. I am just a little confused. When are we supposed to apply. My wife came to the UK on first part of visa in August 2013 ( 5 year route) and has now been living ...
