When was or is your biometrics registration? They will probably take the copy of your passport during that appointment.

As far as I remember from the time I applied, you need to have a valid residence or family permit to be able to apply for pre settler status. For example I had student visa, someone else had tier 2, but never heard applying as a tourist.

In my case they decided not to do a further investigation and got the approval in 28 days. If theg are not convinced about geniunity of your relationship they can decide to investigate for 70 days, but probably you’ll hear back from them in 28 days like I did.
