I'm not an expert on this, but to the best of my knowledge, you can't possibly get married to someone who's in the State on a visiting visa. No registry is going to approve such marriage.

Keep trying especially around 1pm. You can install an app on your phone that alerts you immediately as soon as an appointments becomes available. Cheers buddy.
