You should intimate any changes to your current residence and contact details until your application is finalised.

It doesn't affect your application even if you move out of your current country of residence.

Firstly if you are applying for Skilled Independent Migration here are the min. score:

Professional - you require a band score of 6 in each of the category in IELTS.

Tradesperson - you only require 5 in each.

IELTS does not in anyway relate to your skill assessment.

However, IELTS test results should be attached with your visa application.

The test can be taken before or after your skill assessment but you should weigh both cost and time in doing so.
