I don't think the Tier 2 is the right type of visa in your case.

You may need to look at a 12 months visit visa instead

A person is free to travel. Yes, but he may be denied entry if he had to register with the police and can't present the certificate when asked to do so. don't forget your police registration if you have one Why would that be required for travelling out of the UK for 1 week??? I remember that I have read somewhere, maybe on the police registration itself, that you should have it with you whenever you travel abroad because you can be asked to show it...
