You should be fine. You can also write a cover letter to include with your scanned documents, explaining that as a refugee, you have the UK-issued travel document and that your passport/any other documents are with the Home Office, etc. The form is designed for everyone and can't tell the difference...

When I applied, they treated my CTD as a passport, so I had to send it in. But they also told me that it's HO policy to keep CTDs and not return them. They kept mine. It may be worth making copies of the CTD and any visas you have.

I'd follow the rule I had in writing, so definitely not guy over the phone.

Requirements change over time too. Some years ago, Czechia didn't need a visa, then they went and added the requirement.

Assuming you don't already hold an HO Travel Document for which you applied for post-ILR grant? Just apply for a regular Travel Document via the normal procedure - you're not eligible for a British passport until after you've attended your citizenship ceremony. So normal rules apply until then. Just to point out, I said PASSPORT application, not BC application. You'll need to submit your TD original then and they will keep it!

I used the Travel Document section email address to request the old passport back:
