The easiest way is if you have someone outside Dublin just add your name to one of the bills or change your bank account to their address, you can easily ring up the local Gardai and book an appointment mostly within 2 days and you get your card in 5 weeks. that's how I did mine didn't bother with t...

I don't think it is legal to work while waiting for a decision. I applied on the 28th of February myself and haven't heard anything from my solicitor nor from the Justice Department. @Obie until the approval its deemed you haven't meet the conditions hence the reason an application have to be made otherwise you can claim full right immediately your child is born without going through the DOJ
