Lo and behold, another fake refugee finally got caught out by the system.

I suggest the reconsideration should focus on why it was necessary to obtain a passport from the country he was fleeing from. Plus I would add and evidence any ties he has or may not have with Afghanistan.

It depends on how long ago the court case took place. Just to clarify a few things. Your "friend" was issued with a penalty fare and not a PCN. You should have considered yourself lucky for not being prosecuted straight away. You then completely ignored it, ignored the reminder and failed to pay it....

Suggestion: Can we not have a section for Indian enquiries only? They keep spamming the forum with asking the same questions over and over again. I'm sure it's a cultural thing but I find it rather annoying.

If it's not consequential, you're just creating more work for the caseworker and other administrative staff that will handle those materials. It won't help your application. I read someone’s post on this forum who was in the same situation. He got refused and got a 10 years ban. I cant find that topic as it was a hike ago but I recall HO established his actual hours based on data from HMRC.
