The issue is the Home Office hasn't posted any new citizenship certificates to the councils since March, and councils cannot do the ceremonies without the certificates. I have just rang my council wanting to book a private ceremony, they've said to me that there will be no more ceremonies till further notice. They will be posting letters tomorrow to everyone awaiting to attend a ceremony so I think you will be fine.
