You should be fine to enter with the CSEP as long as you have a valid, in date IRP. If it is expiring, you will want to apply for a renewal. I got mine back as well. I believe they are doing it to try to expedite the backlog and return peoples passports. Did you receive confirmation of payment? What did the letter say that accompanied your passport? If you got confirmation of payment, I would suggest emailing them inquiring about an application number.
