Embassy in Dublin has started charging for Surrender.

I am however going to send them the passport to cancel under Section 9 of the Citizenship Act 1955 under which no renunciation is required hence no fee should be applicable.

I am more concerned about them not returning the passport after surrendering. Certainly a cancelled passport would not be of much use for travelling so why not simply return it to the holder.

Someone should raise this with the concerned Ministry in India.

I think this needs to be taken up with directly with Delhi rather than HCI as there must be some notification issued from Delhi regarding this.

Yes I plan to get a CofN in the near future.

I had applied for it but they did not issue me one saying it was not required and instructed the passport office accordingly.

Success! Irish passport received. No certificate of nationality was issued by Department of Justice. They accepted my argument and the passport office was instructed to issue the passport. They were basically looking to see that I have been living off savings as I claimed to have and not off public funds.

They were not looking for salary going into the account during this period.

If you have Adobe Acrobat you can open the SET(O) pdf and complete the form electronically. You can then print out the final form.

Both hand written or filling the form with Acrobat are fine as long they are legible.
