The EU citizen must show that she was exercising treaty rights covering the whole period. Exercising treaty rights does not mean she should have been working. In my case, I had 5he referee form already filled dated and signed using the previous paper form AN Jun 2018 version. I simply submitted that along with other supporting documents.
