I am just about to attend a UKVCAS appointment for naturalisation. Can I apply for the passport at the same appointment, or at the same time? Is that option still available?

My BC referee is travelling for work outside the UK till April. He is going to sign the declaration form and send through. Do you think this will be a problem? He won’t technically be a UK resident for the whole time during application processing.
