Is it allowed to bring forward the start date on the cos by 2 months before it is assigned?

Is it enough if it is recorded on the sponsor notes?

Basically he wants to switch from tier 2 dependent to tier 2 general. As its not allowed in country, we are considering going on tier 4 for a short course and then switch to tier 2 general so we don't have to leave the country as travel to our home country is restricted at this point.

I called up the paid service to check status and they said the decision has been made for my family as well. But passports have not yet been sent back. Seems weird to me.
